The World tarot card meaning is a cycle that genuinely finished, rather than one that merely stopped. Upright, something is complete and you can feel the difference. Reversed, it is nearly complete and something small has been left deliberately undone.
The short answer. The World is card XXI, the last of the Major Arcana, ruled by Saturn. Upright it marks an ending you earned and can close cleanly. Reversed it marks the last five per cent left hanging, usually on purpose. It describes completion, not reward.
What the World cannot tell you
I want to set the limit early, because this card gets read as a prize and it is not one.
The World does not tell you that what comes next is good. It marks the closing of a cycle and says nothing at all about the next one.
It also will not tell you whether the thing you completed was worth completing. Plenty of people finish something thoroughly and discover it was the wrong thing, and the card has no opinion on that.
Most descriptions of the World tarot card meaning use the word success, which I think misleads people. Completion and success are different. You can complete something that failed.
What the card does say is that the loop closed properly. Nothing is dangling, the thing has an end, and you are standing at it.
I would add one more limit, because it is the one that catches people. The World does not tell you that you feel finished. Completion and the feeling of completion arrive on different schedules, and the gap between them can run for months.
That gap is worth naming rather than treating as a fault. Finishing something large usually produces a flatness rather than a celebration, and the flatness is not evidence you did the wrong thing.
What does the World card mean?
A figure moves inside a laurel wreath holding a wand in each hand. Four faces occupy the corners of the card.
Everything in the picture is either enclosing her or watching. Nothing is threatening, and nothing is unresolved.
The wreath is an oval, and an oval is a zero. Card XXI finishes inside the shape that card zero began in, and I find that is the fastest way to make the whole Major Arcana click for someone.
She holds two wands. The Magician held one, at the very start. Two is not double the power, it is balance.
The red ribbons binding the wreath top and bottom form a lemniscate, the same infinity mark the Magician wears and Strength wears.
The four corners are the Wheel’s four corners
Man, eagle, bull and lion sit at the four corners. They are not new here. They appear eleven cards earlier on the Wheel of Fortune.
On the Wheel they have wings and books. They are studying. On the World the books are gone and they are simply present.
I read that as the deck making a quiet argument. You do not escape the cycle by finishing it. You just stop needing to take notes on it.

The World upright: what it asks of you
Upright, the card asks one question. Have you actually closed it, or have you just stopped working on it?
Those look identical from a distance and they feel completely different a year later.
The World tarot card meaning turns on that difference more than on anything else in the picture. A closed loop can be set down. An abandoned one keeps asking to be picked back up, usually at inconvenient moments.
I would treat the card as an audit rather than a congratulation. It is asking whether the thing has an actual ending, and whether anyone, including you, has acknowledged it.
In love
Upright, a relationship reaching a real stage rather than drifting into one. Moving in, marrying, or agreeing out loud what this is.
It also covers a relationship ending properly, with the conversation actually had. That is a completion too, and the card treats it as one.

As someone’s feelings
When the World describes how somebody feels, it reads as settled and complete. They have decided, and there is nothing unresolved on their side.
Worth noting that a settled feeling can be settled in either direction, and the card does not specify which.
This week: ask, rather than assuming the calm means what you want it to mean.
What does the World reversed mean?
Reversed, you are close. The last part is unfinished, and usually it is unfinished on purpose.
Finishing means the thing is over, and being nearly finished lets you keep the identity that came with it. That is the most common version I would point at.
The World tarot card meaning in reverse is not failure. It is a small deliberate gap, held open because closing it would require deciding what you are next.
The tell is usually the size of the remaining task. When the outstanding piece is genuinely small and has been outstanding for a long time, the delay is not about the task.
In love, reversed
The relationship that never quite defines itself, or the breakup nobody said out loud.
Both leave the loop open, and an open loop takes far more energy than either ending would.

I would look hard at what finishing would force you to decide, because that is almost always where the resistance actually lives.

The last stretch of a debt. The paperwork that would close an account. The thing that is nearly sorted and has been nearly sorted for a year.
Speak to a qualified adviser before anything significant moves, particularly if the delay has started costing you money.
This week: complete one piece of admin you have been carrying.
In health, reversed
Recovery abandoned at eighty per cent, because eighty per cent felt fine and the rest was boring.

Almost decided. They know, and they have not said, and the not-saying is doing something for them.
I would ask directly rather than continuing to interpret. The card is clear that guessing will not close this.

Is the World a yes or no card?
Upright, the World is a yes, and an unusually complete one. The conditions are met and the thing is finished rather than merely permitted.
Reversed it reads as not yet. Something small is outstanding, and until it is closed the answer does not properly arrive.

How the World differs from the Wheel of Fortune and the Fool
These three describe the same circle at three different points, and separating them makes the whole Major Arcana easier to hold.
The World closes the circuit. You finished it, and you are standing inside the shape you started in.
The Wheel of Fortune turns it. Halfway, movement you are not driving, and the same four figures watching from the corners.
The Fool opens it. Card zero, standing at the edge with no idea what is coming.
Put plainly: the Fool begins, the Wheel turns, the World closes and hands the deck back to the Fool.
If you are learning the deck, I would read those three together at least once. Held side by side they make the Major Arcana legible as a single movement rather than twenty-two separate meanings, and almost everything else gets easier afterwards.
The detail that seals it is the wreath. She is standing inside an oval, and an oval is a zero, and zero is the Fool. The last card is drawn inside the shape of the first one.
Reading the World with the cards around it
One card is a fragment. The cards beside it finish the sentence.
Next to the Fool, the reading is almost always about a new cycle starting immediately, and the two cards should be read as one movement.
With Pentacles nearby, the completion is material and usually money, property or work. With Cups, it is a relationship reaching its actual shape.
Next to Death, I would check which one is doing the closing, because the difference between chosen and imposed matters here.

Answer one question honestly and the rest of the card resolves itself.
Is it finished, or is it just no longer being worked on?
If it is finished, mark it. Tell someone, close the file, have the last conversation. Completion that goes unmarked does not feel like completion and tends to get repeated.
If it is not finished, find the smallest outstanding piece and do that one thing. The gap is almost never as large as the reluctance suggests.
